U.S. PERSONAL INCOME TAX CHANGE! An idea who's time is come. I am writing this and publishing it on the internet in the hope that those who agree with me and want to see change come about, will pass this along and/or link it with a multitude of subjects so that through the internet this subject will receive maximum exposure. Why should we change our Income Tax System? First of all, we can reduce the size of the Internal Revenue Service (IRS) and eliminate the excessive rules and regulations that the IRS has generated and perpetuated for their own means. Individuals are at the mercy of a system that is not responsive to nor capable of being understood by the average individual. When the IRS is wrong they hide behind this massive set of rules and regulations and the average person does not have the resources available to process their case through the legal system. Second, with a reduction in size will come a reduction in operating cost for which the tax payer bears the burden. The IRS is a very costly bureaucracy and we can certainly do with some relief. The resent congressional hearings concerning the behavior of the IRS toward their constituents (we the tax payer) have only served to document what the majority of us have known all along. The IRS is an arrogant and abusive self satisfying bureaucracy that most of us would like to see changed. however, the only way change will come about is if we the people demand it. One way to effect change would be for a large number of tax-payers to refuse to pay taxes under the current system. The theory behind this idea is that if enough tax payers refused to participate in the current system, the IRS and the tax courts would become overwhelmed and would not be able to prosecute everyone to the full extent of the law. Once the movement for change was established, then multitudes could be expected to follow and thus force the change. A better way would to vote a few congressmen and senators not receptive to tax change out of office and then the rest of them would understand that the American tax paying public means business. Our dully elected public representatives talk a good line, but they are not responsive to our needs or wishes and when it comes to action and getting things done they are sadly deficient. There are two basic ideas for a new individual income tax system being proposed that have merit. The first is a Flat Rate Plan. There are several advantages of a flat tax that make good sense. The main ones are simplicity which is what we are all looking for and another is fairness. As an example, I purpose that there should be a single standard deduction for each person. All adults would receive an additional standard deduction for providing housing that would essentially take the place of the current deduction for mortgage interest. All adults are included, home owners as well as renters. After all a renter bears the same costs of providing housing and is ultimately the person who will pay any mortgage interest. Additional deductions would be provided for those with major health costs and contributing to a retirement plan up to a fixed amount. All income in excess of the deductions would be subject to a flat tax rate, no exceptions. The second is a Sales Tax Plan. Under this type of plan all personal income tax revenues would be derived by way of a sales tax on goods and services. Several advantages of this plan is that it would eliminate the IRS from the collection of taxes directly from the individual. It would also eliminate any question what so ever as to how much tax you would owe. In theory, it would place more money into distribution thus generating more tax revenue. Disadvantages are, lower income people would be taxed on a higher percentage of their income then those with higher incomes and capable of higher savings and investments.
