There are at least 3 interpretations of this parable. First, the admission of Gentiles into the Church: they have an equal place with the convert Jews; second, it is a response to the Pharisees’ criticism of Jesus: God’s generosity is not limited by human vision; and third, it stresses the equality before God of all members of the Church. This is particularly so as the parable follows the promise to the apostles that they would "sit upon twelve thrones, judging the twelve tribes of Isræl." (Matt 19:28)
